- Add submodules

- api-config-chipsalliance
  - rocket-dsp-utils
- update check-commit.sh to include rocket-dsp-utils
- changes to build.sbt
  - change rocket-dsptools to rocket-dp-utils
  - add api-config-chipsalliance
